Greenfield is experienced in the preparation of technical procurement documentation for Local Government procurement processes for all types of road and drainage projects. We also frequently manage procurement processes for our clients in accordance with the relevant regulatory framework including the Local Government (WA) act. Some of our more recent projects are summarised below

Chapman Valley 2016/17 – 2021/22 Spray Sealing Program: Greenfield has prepared the technical specifications and procurement documentation for the Shire of Chapman Valley’s annual spray sealing program for many years. This comprises scoping the works, preparing the necessary technical documentation and specifications, preparing the RFQ and/or RFT documentation and then working with the Client during the procurement period to address any queries from tenderers. Greenfield were also responsible for preparing an evaluation report for the received contractor submissions.

Halls Creek 2016/17 – 2021/22 Rural Roads Program: Greenfield has been engaged by the Shire of Halls Creek for many years managing the Shire’s rural road construction program. Over this period, the works have comprised unsealed road upgrades, upgrade of unsealed roads to a sealed standard, construction of large drainage structures, spray sealing and resealing works and various other capital road works. For each of these programs, Greenfield has prepared the technical specifications and the procurement documentation necessary to engage a construction contractor and then supported the Shire during the procurement period to respond to any queries from tenderers. Post tender, Greenfield has prepared evaluation reports and assisted the Shire in awarding contracts. The ongoing nature of Greenfield’s engagement is testament to the high-quality of work and service provided by Greenfield and the satisfaction that the local government has with our work.

Meekatharra 2020/21 Capital Works Program: Greenfield prepared the technical specifications and procurement documentation for the Shire’s 2020/21 capital works program comprising unsealed road upgrades, unsealed to sealed road upgrades and various drainage improvement works valued at approx. $15M. Greenfield were also responsible for evaluating the tender submissions and preparing an evaluation report for the Shire and then supported the Shire to award contracts to two preferred tenderers.

Mingenew Rural Road Safety Program 2021/22: Greenfield were engaged to scope the works associated with the Shire’s rural road safety program on the Mingenew Mullewa Rd comprising sealing of the unsealed shoulders and the installation of various regulatory and safety devices. Following an agreed scope of work, Greenfield then developed the technical specifications and the RFT documentation for the Shire to release to market.

Murchison Bilung Creek Crossing Upgrade 2021/22: Greenfield were engaged by the Shire to complete the design of an upgraded crossing of the Bilung Creek on the Carnarvon Mullewa Rd in 2020/21. We then were engaged to prepare the technical specifications and procurement documentation to engage a suitable road construction contractor for the road construction and drainage works.

Upper Gascoyne 2020/21 Dalgety Downs Landor Rd Upgrade: Greenfield were engaged by the Shire for the design of approx. 13km of unsealed road upgrade to a sealed standard and then engaged to prepare the technical specifications and procurement documentation for the works. Post tender, Greenfield prepared an evaluation report and were then responsible for assisting the Shire to negotiate with the preferred tenderer on the specific details of the scope of work. Greenfield also assisted the Shire in the award of the contract.

Wiluna 2018/19 – 2020/21 Rural Roads Program: Greenfield were engaged by the Shire over three consecutive years to prepare the technical specifications and procurement documentation for numerous capital road work projects including construction of large culvert and drainage structures, upgrades of unsealed roads to a sealed road standard and upgrade of various unsealed roads. Greenfield were also responsible for responding to technical queries and evaluating the received submissions and supporting the Shire in awarding the contracts.
